The discipline
A fire strategy sets out the overall approach to fire safety in a building from the point of design.
It describes how the building will be designed, built and managed so that, in a fire, occupants are kept safe, fire spread is limited and the building is accessible to the Fire and Rescue Service. Strategies must comply with the Building Regulations 2010, specifically Approved Document B and are typically aligned to BS 9999:2017 for non-residential buildings and BS 9991:2024 for residential buildings.
They are required for all new buildings subject to Building Regulations and should be produced for any material change of use, significant refurbishment or extension affecting the fire safety approach, especially for complex or higher-risk buildings where prescriptive compliance may not be achievable and a performance-based approach is required. Our engineers work alongside architects, developers and building control bodies from the earliest stages to develop strategies that are compliant, practical and future-proof.
When you need one
Why it matters
Approved Document B gives prescriptive guidance on complying with the Building Regulations but it cannot anticipate every building configuration or use. Complex buildings, with unusual layouts, mixed uses or atypical occupancy, often need a bespoke fire engineering approach to achieve equivalent or better levels of safety.
A well-developed strategy lets architects and developers justify design decisions that depart from prescriptive guidance, providing an engineering rationale that satisfies building control and fire authorities and a documented record of the design team's fire safety intentions. Critically, a strategy developed at the start of a project prevents costly retrospective changes: requirements identified late or after construction, are far more expensive to address than those built in from the outset.

For existing buildings
A retrospective strategy is produced for an existing building where no original strategy exists, where the building has changed significantly or where the owner needs formal documentation of the fire safety approach for planning, funding or regulatory purposes.
These are increasingly requested as part of due diligence when purchasing or refinancing property and are often required by building control or fire authorities for regularisation applications where works were carried out without consent. We carry out a detailed review of the existing building, including drawings, construction specifications and installed systems, before producing a strategy that reflects the current position and identifies any remedial works required.
When it is required
BS 9997:2019

BS 9997:2019 provides a framework to implement, manage and continually improve a systematic approach to fire risk management, aligning with the principles of other management system standards such as ISO 45001. It ensures consistency across your estate, clear allocation of responsibilities and a documented audit trail demonstrating compliance with the Regulatory Reform (Fire Safety) Order 2005.

What we produce
Beyond prescriptive guidance
For higher-risk buildings (18 metres or above or 7 or more storeys) or where complex or unusual design solutions are proposed, a performance-based approach may be required in place of or in addition to, prescriptive compliance with Approved Document B.
Performance-based engineering uses quantified methods, including computational fire modelling, evacuation modelling and structural fire analysis, to demonstrate that a building achieves an equivalent or superior level of safety to prescriptive guidance, allowing innovative architecture to be realised without compromising occupant safety.
Buildings over 18 metres or 7 storeys with at least two residential units are higher-risk buildings under the oversight of the Building Safety Regulator. We provide fire engineering support for design, registration and ongoing safety case management.
We help clients establish the golden thread of information required by the Building Safety Act 2022 so key fire safety decisions, design documentation and as-built records are captured, maintained and accessible throughout the building's life.
Where a design cannot be shown to comply by reference to Approved Document B alone, we commission or interpret fire and evacuation modelling to provide quantified evidence in support of the strategy and building control submission.
